NYWG - Working Group on Amendments-05 (21 November )

The Chair of the Working Group on Amendments has asked Angel V. Horna, Legal Adviser of the Permanent Mission of Peru, to facilitate discussions on the amendment proposal to the Rules of Procedure and Evidence concerning the issue related to "temporary absence of a judge" and Andreas Motzfeldt Kravik, Legal Adviser of the Permanent Mission of Norway, to facilitate discussions on the amendments proposal to the Rules of Procedure and Evidence concerning the "translation cluster" with a view to inform the discussion of the Working Group on Amendments.

The meeting will serve three main purposes:  

  • Firstly, to discuss issues related to the amendments of the Rules of Procedure and Evidence, based on the oral report of the two facilitators. Angel V. Horna, Legal Adviser of the Permanent Mission of Peru, will inform the Working Group on Amendments of the results of its consultations on the amendment proposal to the Rules of Procedure and Evidence, concerning the issue related to "temporary absence of a judge" and Andreas Motzfeldt Kravik, Legal Adviser of the Permanent Mission of Norway, will inform the Working Group on Amendments of the results of its consultations on the amendments proposal to the Rules of Procedure and Evidence concerning the "translation cluster" .
  • Secondly, we will continue the deliberations on (already submitted) proposals for amendments to the Rome Statute, bearing in mind the two questions raised by the Chair of the Working Group on Amendments in its last communication of 10th November.
  • Thirdly, we will have an exchange of views on the next steps, in particular concerning the report of the Working Group on Amendments.

For the purpose of the meeting, delegates may refer to the enclosed compilation of proposals related to the Rome Statute currently before the Working Group and to the enclosed Report of the SGG Cluster I in relation to amendment proposals to the Rules of Procedure and Evidence put forward by the Court.


The following meetings have been scheduled:
•21 November 2014 (tbd), meeting of the Working Group on Amendments;
•24 November, 10 am – 1pm, Informal meeting of the Working Group on Amendments at expert level;
•2 December 2014, 10am – 1pm, meeting of the Working Group on Amendments; and
•3 December 2014, 3-6 pm, meeting of the Working Group on Amendments.
