Plan of action of the Assembly of States Parties for achieving universality and full implementation of the Rome Statute of the International Criminal Court
The Universality facilitation supports efforts to promote wider ratification and full implementation of the Rome Statute. It provides a forum for discussions on challenges, opportunities and strategies relating to accession to the Statute and its implementation at the national level.
The facilitation promotes the exchange of information, best practices and technical assistance, and monitors the implementation of the Assembly's Plan of Action on universality and full implementation.
Mandate (ICC-ASP/5/Res.3, annex I, section C)
The Plan of Action gives States Parties the primary responsibility to promote universality and full implementation of the Rome Statute. It also requests the Secretariat of the Assembly (“the Secretariat”) to support these efforts by acting as a focal point for information exchange, including by “collecting and collating relevant information from States Parties, regional organizations, members of civil society and others engaged in promoting universality and full implementation”.
Objectives
In December 2006, through resolution ICC-ASP/5/Res.3, the Assembly of States Parties adopted the Plan of Action for achieving universality and full implementation of the Rome Statute. Promoting the universality of the Rome Statute of the ICC is essential to ending impunity for the perpetrators of the most serious crimes of international concern. The Plan of Action also recognizes that full and effective national implementation by States Parties is crucial to achieving these objectives.
How does it work
The Secretariat, in coordination with the country co-focal points, circulates an annual note verbale inviting States Parties to submit or update information relevant to the promotion of ratification and full implementation of the Rome Statute, including through a questionnaire prepared by the Court. Timely and complete submissions are important to identify obstacles, assistance needs, good practices and opportunities for cooperation among States Parties and other relevant partners.
