In Uganda, gaps in national policy and challenges in implementing the rule of law sees continuing incidence of gender-based discrimination and violence, interethnic tension, and marginalisation of vulnerable groups including youth, persons with disabilities and HIV/AIDS sufferers. The BMZ-funded Project Strengthening Human Rights in Uganda works on multiple levels of society to improve political sensibility, strength of governance, and public awareness on human rights. Activities include training and mentoring for government planners and the justice, law and order sector, capacity building for institutional watchdogs, and broad-scale publicity campaigns through NGOs, media associations, academic institutes and faith-based networks. The Project is thus in a position to promote the integration of the human rights-based approach into national policy, public ideology, and the measurement of development.
