ICC - Assembly of States Parties concludes its sixth session

At the 7th meeting, on 14 December 2007, of the sixth session of the Assembly of States Parties to the Rome Statute of the International Criminal Court (“the Assembly”), the Assembly adopted six resolutions: on the permanent premises of the International Criminal Court, on strengthening the International Criminal Court and the Assembly of States Parties, on the programme budget for 2008, on the regulations of the Trust Fund for Victims, on the Financial Regulations and Rules of the Court, and on the pension scheme regulations for judges of the Court.

On the permanent premises of the Court, the Assembly authorized the launch of the architectural design competition, which shall be organized and fully financed by the host State, without prejudice to the prerogative of the Assembly to make a final decision on the approval or continuation of the project. Furthermore, the Assembly established an Oversight Committee, composed of ten States Parties, which would provide strategic oversight for the project. Its main tasks include the recruitment of the Project Director, the financing options for the project and the preparation of refined cost estimates based on the results of the architectural design competition.

In the resolution on strengthening the International Criminal Court and the Assembly of States Parties, the Assembly, inter alia, decided that a Review Conference of the Rome Statute be held in the first semester of 2010, with a duration of between five and ten working days, and endorsed draft rules of procedure for the Conference.

On the programmed budget for 2008, the Assembly approved a budget totaling €90,382,000 and a staffing level of 679. It also decided on the Working Capital Fund for 2008 in the amount of €7,405,983, the scale of assessment for the apportionment of expenses of the Court, and the financing appropriations for the year 2008.

The Assembly also made amendments to the regulations of the Trust Fund for Victims, the Financial Regulations and Rules of the Court and the pension scheme regulations for judges of the Court.

The Assembly adopted a recommendation on the election of the Registrar, which should be considered by the judges of the Court when proceeding with the election in 2008.

The Assembly of States Parties will hold its resumed sixth session from 2 to 6 June 2008 at United Nations Headquarters in New York.
