From 18 to 21 August, the President of the Assembly of States Parties ("the Assembly"), H.E. Tiina Intelmann visited Brazil, one of the largest States Parties to the Rome Statute of the International Criminal Court ("the Court"), for high-level consultations.
President Intelmann met with the Vice-President of the Republic of Brazil, H.E. Mr. Michel Temer, with the Minister of Foreign Affairs, H.E. Mr. Luiz Alberto Figueiredo Machado, with the Prosecutor General of the Republic, H.E. Mr. Rodrigo Janot Monteiro de Barros, with the Secretary of National Justice, H.E. Mr. Paulo Abrão Pires Jr, and other officials.
President Intelmann recalled that "as a founding member of the Court, Brazil has greatly contributed to its activities, inter alia, in giving a judge to the Court, through the work within the Assembly framework and through political support."
During these meetings further support of Brazil to the Court was discussed, including through the promotion of universality of the Rome Statute and its domestic implementing legislation, the ratification of the amendments to the Rome Statute adopted at the 2010 Review Conference held in Kampala, Uganda, and financial support to the Court. The relationship of the Court with the UN Security Council was also a matter of interest.
President Intelmann also delivered a number of lectures on the achievements and challenges of the Court and its States Parties, at the Institute Rio Branco, the Diplomatic Academy of the Ministry of Foreign Affairs, at the University of Brasilia, and in Rio de Janeiro. She addressed members of the academia, civil society, Brazilian diplomats and officials from member states of the Organization of American States at its annual Course on International Law.
Background information
Brazil signed the Rome Statute on 7 February 2000 and deposited its instrument of ratification on 20 June 2002, becoming the 70th State Party to the Rome Statute. Brazil ratified the Agreement of Privileges and Immunities of the Court on 21 December 2011. Brazil is the eighth contributor to the regular budget of the International Criminal Court.
