Since 2003 German Development Cooperation supports the reform of Criminal Law in Peru. One of the main challenges was to reduce the violation of human rights in penal trials. To achieve this, a fundamental systemic change was necessary. The former written and inquisitive process had to be transformed into an oral lawsuit characterized by the principle of accusation.
The three intervention areas of the development area are the implementation of the penal code, the training of judges and better access to justice. Some of the main achievements include increased respect of constitutional rights, fair trial and protection of victims.
