The PGA ICC Campaign has as its objective to support the work of both the ICC and of domestic jurisdictions in order to prevent, repress, and redress the commission of the most serious international crimes (crime of genocide, crimes against humanity, war crimes and the crime of aggression). A key element of the Campaign is the use of the legislative and political prerogative of members of parliament to ensure the adoption of legislation that implements the Rome Statute domestically (implementing legislation) with the goals of:
a) Enabling domestic jurisdictions to investigate, prosecute and repair the commission of the most serious international crimes thus making operative the principle of complementarity, and
b) ensuring full cooperation of states with the ICC.
 The PGA ICC Campaign works on implementing legislation through different modalities, including one or a combination of the following actions falling within the mandate of PGA, namely providing technical assistance to governments or parliamentarians, directly preparing, studying, proposing, calling for, revising, amending, and/or supporting the adoption of legislation to implement the provisions of the Rome Statute in domestic legal orders.
Assistance provided in the field of complementarity includes ensuring the adequate incorporation of the Rome Statute crimes definitions and incorporating the general principles of law, as well as ensuring adequate and human rights-abiding penalties for these crimes. The scope of the bills in some cases extends to cooperation with the Court, and with other states to ensure the protection to victims/witnesses, reparations to victims, provisions for in situ trials, and funding for the ICC and/or the Victims Trust Fund, and/or dissemination of the Rome Statute.
This project provides technical and political accompaniment to a multi-partisan group of parliamentarians in the DRC Chamber of Deputies and Senate to finalise the ICC bill and submit to prompt consideration by both Chambers.

Until 2012, this project has been by funded by the EU-EC (EIDHR), the Governments of Belgium, the Netherlands and Switzerland, and Humanity United.
